The concept of a budget-based tax system seems odd.  I&#039;m not sure where the normal check and balance control is if the entity spending the money decides how much it needs and then takes taxes for it.
After reading many articles in the Review, I found myself wondering how a government organization like Sammamish could virtually ignore citizen input on major items such as the construction on East Lake Sammamish, City commons, and roundabouts.  
Thiis article really makes it easy to see how the ivory tower can exist.  If you can tax and spend based on what you think you need, then you really don&#039;t need any citizen input, do you?  I wish I could the same with my job, don&#039;t you?</description>
