Sammamish City Council approves $7.1 million in contracts

At its Dec. 2 meeting, the City Council approved about $7.1 million in contracts, bids, grants and salaried positions.
The Council approved its 2009 salary schedule for city staff. The city allotted $6.2 million for the wages of all its employees, including its 76 full-time staff members. The lowest paid position, office assistant, has a pay range of $35,569 to $48,679. The highest paid positions — assistant city manager, deputy city manager and department heads — have a pay range of $108,840 to $148,954. An employee’s salary is dependent on year-end reviews, with eight possible pay bumps if an employee’s work merits a raise, according to Finance Director Lyman Howard.
The salary schedule reflects a cost-of-living increase of 5.8 percent, as well as a new information technology specialist position. That position would fall under the pay range of $60,207 to $82,397.
The schedule also includes a change in classification and pay for two maintenance workers who have received promotions. Those employees are now lead maintenance workers, resulting in about a $3,000 pay increase per employee.
The Council approved a $510,055 contract with Pacific Pile & Marine for the construction of a new dock at Pine Lake Park. The installation is part of the project’s second phase, which entailed replacing the dock per a recommendation from Moffatt and Nichol Engineers, a consulting company, back in 2002.
The dock, which is due to be completed in March 2009, is the final part in the current phase of the Pine Lake Park project.
Funding for the contract came out of about $2.2 million allotted in the city’s 2007-2008 budget. The city estimates that the total construction costs for construction at the park, including adding picnic shelters, altering the shoreline and replacing the dock, would be about $1.5 million.
The Council approved using $82,434.01 in grant money to fund its existing recycling program in 2009. Olympic Environment Services, a consultant, runs the program for the city. It provides three residential recycling collection events, one business recycling collection event and one rain barrel distribution program.
The rain barrels are barrels or bins that detain water runoff, preventing erosion and contamination of nearby lakes, rivers and streams.
The Council approved a $5,000 contract with Kimberly Leyton, an advocate for victims of domestic violence, for 2009. As per the contract, Leyton would work on behalf of the victim, serving as a liaison between the victim, the prosecutor’s office and police. She would also have certain support and education duties to the victim.
The Council approved $84,000 in contracts to the law firm, Stewart, Beall, MacNichols, & Harmell, for the public defense of impoverished citizens for 2009-2010.
The Council approved $180,000 in contracts to the law firm Lynn Moberly, for prosecution services for 2009-2010. Councilwoman Nancy Whitten exempted herself from voting on this consent agenda item, citing a potential conflict of interest.
The Council approved adding $10,000 to a contract with customer service consultant, Performance Journeys, who provides workshops with city staff. The city has budgeted $30,000 for that purpose. With the increase in the contract, Performance Journeys will receive $25,200 total.
The Council approved a $60,198 contract with Advantage Building Services for custodial services at City Hall, the Beaver Lake Maintenance Shop and the Public Works Maintenance Shop. The city budgeted $65,000 for the contract.
