Government hands out treats

For the first time in the city’s history, witches, wizards and pirates invaded City Hall on Halloween.

Eric LaFrance, senior stormwater program engineer, donned branches and shoreline wildlife as a stream buffer for the occasion.
“Actually, I was the only person who dressed up three years ago,” LaFrance said, recalling how he came to work in costume once when no one else did. (He was Fred Flintstone that year.)
“I’m glad everyone participated this time,” LaFrance said.
The Michaels siblings, Jake, 7, and Rebecca, 2, dressed as the man in the yellow hat and Curious George. As they wove through the City Hall cubicles, Jake accumulated a variety of candy, from mini-Snickers bars to Laffy Taffy. Jake said his favorite treat was Skittles.The brainchild for the trick-or-treat event at City Hall was Sara Ninteman, human resources assistant. Ninteman was decked out in a blue Clochet hat and miniskirt as a 1920s flapper girl.
“I had heard that some different offices had done it,” Ninteman said. “I thought, ‘Why can’t we do it?’” she said.
Eileen Lai, 10, said she decided on her black witch’s costume for one reason:
“It fit,” she said.
She and her sister Melissa, 7, said they might go trick or treating out in the neighborhood later, if it wasn’t raining.
